		<description>Citibank took an application over the phone  for a loan modification from me. They never sent me a package or request any documents;  after 30 days I followed up with a phone call, I was told that I was not qualified for modification because of my 401k.  I need to exhaust my 401k first.  Is this true?  I have requested a letter saying the same, I was told they don&#039;t have to issue one... I am grossly underwater with credit cards, medical bills; how can I get help.   HOPE program is not helping?</description>
